fix: backend Dockerfile 使用阿里云 PyPI 镜像加速 pip 安装

uv pip install 添加 --index-url mirrors.aliyun.com/pypi/simple/ 并以 --extra-index-url pypi.org 作为回退，确保自定义包也可安装
